Rodney King seen as catalyst for policing change

LOS ANGELES (AP) ? Rodney King, who died Sunday after a troubled life, never meant to change the Los Angeles Police Department ? but that's what he ended up doing.

The mention of King's name will always recall painful video images of his 1991 beating and the following year's Los Angeles riots, which were sparked by the acquittals of the officers and resulted in vast destruction and dozens of deaths.

But the King affair also transformed basic practices of policing, not just in Los Angeles but across the country, author Lou Cannon said.

"The LAPD is famous and notorious and other departments key off of what they do," said Cannon, who researched every aspect of the King case for his book, "Official Negligence: How Rodney King and the Riots Changed Los Angeles and the LAPD."

"The King beating and trial set in motion overdue reforms in the LAPD and that had a ripple effect on law enforcement throughout the country," he said.

After the 1992 riots and the ouster of police chief Darryl Gates, a commission headed by Warren Christopher ? who became later President Bill Clinton's secretary of state ? recommended a number of reforms.

Among them was an end to the "lifetime chief." Starting with William Parker in 1950, Los Angeles police chiefs had virtual lifetime tenure granted by civic reformers responding to civic corruption in the 1930s and '40s.

But as the city's demographics changed, the largely white police department ? almost 60 percent white at the time of the King beating ? was seen as the equivalent of an occupying army that couldn't be controlled by the city's elected officials.

Later in the decade, the department's Rampart scandal resulted in a huge probe into allegations of corruption among anti-gang officers. That ushered in eight years of federal oversight of the LAPD, after the U.S. Department of Justice alleged a long pattern of abuses. Many of the reforms proposed by the Christopher commission were mandated by the federal consent decree.

Under police Chief William Bratton in the 2000s, the department focused on community policing, hired more minority officers and worked to resolve tensions between officers and minority communities who continued to complain about racial profiling and excessive use of force.

"It became more perilous to pull someone over for driving while black," Cannon said.

Further, King has become a national symbol of civil rights and for the anti-police brutality and anti-racial-profiling movement, the Rev. Al Sharpton said.

"It was his beating that made America focus on the presence of profiling and police misconduct," he said.

The city's current police chief, Charlie Beck, agreed that King's beating served as a catalyst for reform.

"What happened on that cool March night over two decades ago forever changed me and the organization I love," he said in a statement. "His legacy should not be the struggles and troubles of his personal life but the immensely positive change his existence wrought on this city and its police department."

Attorney Harland Braun, who represented Theodore Briseno, one of the police officers charged with King's beating in a federal trial, said the incident might never have become so important if it hadn't been for the video shot by George Holliday, a neighborhood resident trying out his new video camera.

"In those days, you might have claimed excessive force but there would have been no way to prove it," he said. "Now, you see case after case with videos. People watch their conduct because everyone has a cellphone and can take a video. But it was unusual then."

King was found dead in his backyard pool early Sunday morning. Police found no alcohol or drug paraphernalia near the pool and said foul play wasn't suspected. An autopsy was expected to determine the cause of death within two days.

The real tragedy of Rodney King was that he never got the help he needed, Cannon said. King clearly had neurological problems and addiction issues, and he had learning difficulties as a child which were never addressed.

"He wasn't a bad person. He just didn't know how to behave," Cannon said.

Calif. man rescued after whale knocks hole in boat

SAN FRANCISCO?? A Northern California man was rescued after his 50-foot boat was struck by a whale while he sailed alone about 40 miles off the western coast of Mexico, authorities said.

The impact from the collision knocked out the sailboat's steering and the vessel began taking on water late Tuesday, U.S. Coast Guard Petty Officer 2nd Class Pamela Boehland said.

Max Young of Sacramento stuffed a mattress into the hole caused by the whale, turned on four bilge pumps and was "trying to bail out water as fast as he could, because he didn't know how long it would take to be rescued," his wife, Debra Young, told The Associated Press.

He also activated an emergency beacon, which alerted the Coast Guard.

"His EPIRB delivered an exact position to us, contact information that allowed us to quickly discern the sail plan of and number of persons on the vessel, and really took a lot of the search out of the search and rescue," said Lt. Charles Kelly, of the Coast Guard's command center in Alameda, Calif.

With that information, officials at the command center were able to immediately direct a merchant ship, which was about 60 miles away, to the sinking craft.

Meanwhile, as the rescue efforts were just beginning, Young was initially unaware that the boat was taking on water, his wife said.

"He was steering the boat and trying to get it back on course," Debra Young said. "It took him a while to realize he didn't have any steerage at all. It took him a bit longer to realize he was taking on water."

When the freighter arrived at around 4 a.m. Wednesday, Young scrambled off his boat by a rope ladder thrown by the ship's crew.

Young had been on the final leg of a trip from the East Coast to a marina in Emeryville, Calif., when the collision took place. The 67-year-old has been sailing for at least 30 years, but having worked on boats with his father, who was a commercial fisherman, he's been on the ocean most of his life, his wife said.

Debra Young said she has been able to talk to her husband while he's on board the merchant ship. He's not expected to make it back to Sacramento for another week or so.

Portugal beats Netherlands 2-1 at Euro 2012

KHARKIV, Ukraine (AP) ? Cristiano Ronaldo's smile and swagger were back, and so was his scoring touch.

The Real Madrid forward finally found the form he was lacking at the European Championship, scoring twice in a sparkling performance Sunday to give Portugal a 2-1 win over the Netherlands and a spot in the quarterfinals.

Poised to be written off as one of the tournament's flops, Ronaldo put a miserable two-game goalless run at Euro 2012 behind him.

"Now everything is possible," said Ronaldo, who went a long way toward silencing the critics who accused him of failing to reproduce the form he showed in a sensational 60-goal club season.

Ronaldo failed to shine in Portugal's 1-0 loss to Germany and 3-2 win over Denmark, but he was devastating against the Dutch. He produced an equalizer with his first goal of the tournament in the 28th minute and scored the winner in the 74th. He had a half dozen other attempts at goal, including a low drive that clipped the post in the 16th, and he set up two clear chances for teammates.

"Ronaldo got so much criticism in the last game and he is back now," Netherlands coach Bert van Marwijk said. "That is how fast things can change."

On Sunday, Ronaldo upstaged Schalke's Klaas-Jan Huntelaar and Arsenal's Robin van Persie, the leading scorers in the Bundesliga and Premier League. Neither was able to find the net at the Metalist Stadium, although midfielder Rafael van der Vaart gave the Dutch an early lead.

After that, Ronaldo stole the show.

As Portugal cranked up the pressure, Ronaldo probed the Dutch back line and tied it off of Joao Pereira's pass. It was the kind of chance he took so often at Real Madrid last season but wasted in Portugal's opening matches.

For his second, Ronaldo received a pass from former Manchester United teammate Nani, coolly wrong-footed his marker and tapped the ball past the goalkeeper.

"This was our best game so far," Portugal coach Paulo Bento said, declining to single out Ronaldo. "What is most important is that we kept fighting after we lost our opening game."

After his goals, and at the final whistle, Ronaldo beckoned his teammates to celebrate, and they mobbed him. He pulled on a shirt with "Junior" printed on it, and explained later it was for his son's second birthday.

Up next for Ronaldo and his teammates is a quarterfinal match against the Czech Republic on Thursday in Warsaw.

"We really deserved to qualify for the quarterfinals," Ronaldo said.

Euro 2012 was expected to provide a showcase for Ronaldo, but his explosive Real Madrid form had deserted him. And when he's not on form, Portugal often looks tame and ordinary.

Opposition fans mocked him whenever he put a foot wrong or failed to pull off one of his ball tricks. He was taunted with chants of "Messi" ? his Barcelona and Argentina rival. And against Germany and Denmark, Ronaldo was often short-tempered with his team when he didn't get the ball supply he's used to at Real Madrid.

But against the Netherlands, he was the consummate captain.

Needing a win to have a chance at staying in the tournament, the disappointing Dutch fielded an impressive attacking lineup that needed to score at least two goals. It produced one.

"We started quite well but we were playing against one of the better teams today," Van der Vaart said. "We lost three times. We were bad and we don't deserve to go through."

Owner-Occupant Interest in Buying Foreclosure Rises: Realtor.com ...

The stigma against buying a foreclosed property eroded in recent years with buyer interest in foreclosure acquisitions tripling over the past two and a half years, Realtor.com said Wednesday.
Ninety-two percent of potential foreclosure buyers surveyed by Realtor.com plan to live in the foreclosure they purchase rather than leverage it as an investment tool.

About 1.5 million foreclosures were backlogged leading up to the signing of the mortgage servicer settlement, creating a situation where there is now a significant supply of inventory for homebuyers to choose from among distressed real estate.

Homebuyer interest in foreclosures from October 2009 to today grew by 159%. In the current market, more than 64% of homebuyers say they are likely to acquire a foreclosure, up from only 25.3% two and a half years ago.
About 6.9% of today?s homebuyers are interested in acquiring a foreclosure as an investment, the report said.

?We see a combination of factors coming into play explaining the unexpected interest in foreclosures,? said Steve Berkowitz, chief executive officer of Move Inc., which operates Realtor.com.

?Reductions in supply, expectations that home prices will rise, and changing attitudes toward foreclosures are contributing to the increased demand, especially among owner-occupants,? he said.

At the same time, Realtor.com discovered that 55.7% of surveyed Americans believe a backlog of 1.5 million foreclosured properties will be released in the next year, lowering home values. Those most concerned are homeowners in the Midwest with 62.2% saying they are concerned with an onslaught of foreclosure sales lowering prices. Most of the backlogged foreclosures are expected to be released in the nation?s more than 20 judicial foreclosure states as properties make their way through the court-directed foreclosure process. Most of those states are in the Midwest and Northeast.
